Extra Documents for Shooters using Black Powder.

The first document is the Permission To Acquire and Keep Black Powder. All applications must be submitted to the police using a Form COER1. This may be obtained from any police station. Having a muzzle loading pistol automatically entitles you to a licence for the black powder.

The second document is the permission to transport the black powder, as it is an explosive, and therefore needs a licence issued by the Health and Safety Executive. This is called a Recipient Competent Authority (RCA) document. It is applied for in writing to the HSE following the receipt of the Permission to Acquire and Keep Explosives. There is no form to fill in, a simple letter will do. Merely state that you have been issued with a certificate to Acquire and KeepExplosives for sporting purposes and would they please issue you with an RCA to transport them. (It is automatic, since what is the point in being allowed to buy it and keep it if you can't transport it from where you buy it to where you intend to keep it? Hmmm?) Attach a photocopy of the Acquire and Keep certificate and post it to:
